APPENDIX A Page 1 of 2 APPENDIX A As a result of the inspection conducted during the period of November 3 to November 5,1986, and in accordance with HRC Enforcement Policy (10CFR2, Appendix C), the following violation was identified.
Section 6.2.3.2 of the Station Technical Specifications denotes the following formal educational requirement for members of the Nuclear Safety Assurance Group (NSAG): "Each (member) shall have a bachelor's degree in engineering or a related science or qualifications meeting ANS 3.1 Draft Revision dated March 13, 1981, Section 4.2 or 4.4, or equivalent, as described in Section 4.1."
Section 4.1 of Draft ANS 3.1-1981 specifies that:
" individuals who do not possess the formal educational requirements specified in this section shall not be automatically eliminated where other factors provide sufficient demonstration of their. abilities. These other factars shall be evaluated on a case-by-case basis and approved and documented by the plant manager."
Contrary to the above, documentation was not available to indicate that the plant manager had evaluated and approved the factors used to substitute for lack of a bachelor's degree in engineering or a related science for one member of the NSAG.
This is a severity Level V Violation (Supplement I).
Validity of Violation The Supply System acknowledges the validity of the violation in that there was an oversight in documenting an evaluation of the experience level of one NSAG member as required by ANSI Standard 3.1 (1981).
However, it should be noted that the qualifications of the individual were never in question and that these qualifications were reviewed by the Plant Manager and others prior to the transfer of the individual from the Plant staff to the NSAG.
Corrective Steps Taken/Results Achieved 1.
As noted in Inspection Report 50-397/86-36, the individual's qualifications were approved and documented by the Plant Manager on November 5,1986.
2.
Nuclear Safety Assurance Program Instruction 6.0, "NSA Personnel Indoctrination and Training," has been revised to include a reminder of the documentation requirements of ANSI 3.1-1981.
