SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED JUNE 3, 1987, RE EXTENSION OF EXPIRATION DATE

Background

By letter dated June 3, 1987, the Department of the Navy requested the expiration date of Materials License No. SNM-1147 be extended. The previous extension dated September 8, 1986, was granted to allow the licensee time to reevaluate their future uses of licensed material, which may require major revisions to the renewal application. License No. SNM-1147 currently authorizes the possession and use of a neutron source containing 760 grams of plutonium-239, several smaller quantities of plutonium and uranium, and 68.1 kg of source material.

Discussion As stated in the June 3,1987, application, the licensee is currently revising their nuclear materials program which will reduce the quantity of material in their possession.

On June 12, 1987, the staff discussed the extension and planned material reduction with Mr. Richard T. Whitman of the Naval Surface Weapons Center. j Mr. Whitman stated that an extension of the expiration date for 1 year would allow the Center time to reduce the quantity of material presently in their possession. He further added that prior to the proposed expiration date, the Center would submit a license renewal application based on lower possession limits. The staff believes that extension of the expiration date for 1 year would allow the licensee time to decrease their possession limits prior to this planned submittal.

Conclusions / Recommendation ,

Since the applicant has not requested changes to their authorized activities or an increase to their possession limits, the staff concluded that extending the expiration date for 1 year will not significantly affect the health and safety of the public or the environment. Therefore, the request is-administrative in nature and in accordance with 10 CFR 51.22(c)(11), neither an Environmental Impact Statement nor an Environmental Assessment is warranted.

Based on the discussion above and these conclusions, the staff recommends extending the expiration date for 1 year.
