Background

i The~ licensee has been a division of UNC, Incorporated.

In the subject.

application, the licensee proposes to be a subsidiary of United Nuclear Corporation, a subsidiary of UNC, Incorporated. Organizational-changes are also. proposed.

j Discussion The change in the corporate stru'cture should have little effect on health and safety. The only authorized activities are decomissioning a.nd environmental monitoring. The financial comitment for decomissioning is by a UNC Resources official. Because UNC Resources changed it name to UNC, Inc., the financial comitment letter should be updated. The outdated commitment, however, is not significant because of the status of-site decomissioning.

The organization now is limited to a Site Manager who reports to the UNC Recovery Systems Environmental Affairs Manager. This organization is acceptable, considering that the licensee is in the final stages of decomissioning. Separation of the radiological-safety function and the 1

operations functions are no longer necessary. - The Site Managtr is the former NIS Supervisor and is qualified by reason of his experience and education.

j Conclusion /Recomendation The staff concludes that the proposed changes will-have no adverse effect on 3

the public health and safety or on the environment. Approval of the application is recc eended.
