SUBJECT:

SECURITY OF SNM IN TRANSIT Please recall that on April 16, 1976 we briefed the Commission on the vulnerabilities of SNM in transit as identified during a special study recently completed on the subject of transportation security.

We are presently preparing a report on this problem which will he similar to that prepared by Carl Suilder on the assessme..t study concerning fixed site security. This report will contain recommenda-tions for short and long-term solutions and is scheduled for trans-

. mittal to the Commission at an early date.

In the interest of taking immediate action to upgrade protection capability of SNM against those vulnerabilities identified in our study, we have issued license conditions effective on the date of receipt which are applicable to all licensees authorized to ship material . A copy of these conditions is attached. Licensees who are unable to comply immediately with these conditions are being granted temporary exceptions as needed.

l For all shipments of Snit in the quantitles defined in 10 CFR 73.30 l l and subject to physical protection in transit, the licensee shall l

(1) each shipment is escorted by at least two armed guards i in a separate escort vehicle, (2) the escort vehicle is so positioned in relation to the shipment vehicle that a single act cannot disable both vehicles, e (3) all guards serving as escorts have successfully completed at 1 cast a 45-hour training program consisting of the l following subjects with mJnimum training periods as l Indicated:

(5) both the shipment and escort vehicles, in addition to l Inter-vehicle communications, have a continuous capability of sounding an alert by radio transmission; e_.3. , b y citizens band radio as a suppicment to radio telephone.

For any series of shipments of special nuclear material by a licensee to the same consignee in which Individual shipments are less than the quantitles requiring physical protection in transit under 10 CFR 73.30, but more than 200 grams computed by the formula, grams = (grams contained U-235) + 2.5 (grams U-233 + grams plutonium), the licensee shall confirm and log the arrival at the final destination of each shipment in the series before releasing the subsequent shipment from his control.
