s. JUSTIFICATION FOR CHANGES SECTION 5.1 - RESPONSIBILITY ADMINISTRATIVE CHANSES Al Reformatting and renumbering are in accordance with the BWR Standard Technical Specifications, NUREG 1433. As a result the Technical Specifications should be more readily-readable, and therefore, understandable by plant operators as well as other users. -The reformatting, renumbering, and rewording process involves no technical changes to existing Technical Specifications. Editorial-rewording (either adding or deletir,g) is done to make consistent with NUREG-1433. During ISTS development certain wording preferences or English language conventions were adopted which resulted in no technical changes (either actual or interpretational)been added to to the Technical Specifications. Additional infomation has also more fully describe each subsection. This wording is consistent with the BWR Standard Technical Specifications, NUREG-1433. Since the design is already approved, adding more detail does not result in a technical change. A2 Site Vice President (SVP) added to BFN ISTS 5.1.1 to clarify that the SVP is responsible for the overall activities of the site and to require him to delegate that responsibility when absent.- Changed the position title " Site Director" to " Site Vice President." - This is not new information in terms of present site organization but does detail not described in existing Technical Specifications. provide Also, in ISTS 5.2.1.c, the title Chief Nuclear Officer is used to reflect the title of corporate executive position responsible for overall plant safety. TECHNICAL CHANGES - NORE RESTRICTIVE M1 This change proposes to add a requirement in Technical Specifications-for the Plant Manager, or his designee, to approve prior to implementation, each proposed test, or experiment to systems or equipment that affect nuclear safety. This change ensures the Plant Manager is aware of all changes with the potential to affect nuclear safety. This change adds requirements to the Technical Specifications e' which constitute a more restrictive change. This change is consistent -with NUREG-1433, Rev. 1. BFN UNITS 1, 2, & 3 1 Revision 1
JUSTIFICATION FOR CHANGES SECTION 5.1 - RESPON51BILITY M2 This change proposed to specify the qualifications of the individual, who is designated to be responsible for the control room command function in the absence of the Shift Manager. In the CTS, no qualifications are specified for the designated individual. The change will require one of the two licensed operators to have an SRO during Modes 1.-2, and 3. Since this requirement will require one of the licensed operators to have an SR0 (whereas currently both could have an RO) this is considered a more restrictive change.
