Dear Mr. Denton:

Clinton Power Station Units 1 and 2 Docket Nos. 50-461 and 50-462 Construction Permits No. CPPR-137 & CPPR-138 Illinois Power Company (IP) on behalf of itself, and as agent for Soyland Power Cooperative Inc. and Western Illinois Power Cooperative, Inc. herewith submits the required documents for the docketing (via Application Amendment No. 3, August 1980) of the Clinton Power Station operating license application. This trans-mittal requests authorization to operate the Clinton Power Station for forty years at power levels up to 2894 MWt per unit.

r3 The application amendment is submitted in conformance with

\_) the requirements of Titic 10, Code of Federal Regulations, Part 50 (10CFR50), and in response to the Commission's letter of acceptance for docketing. Accordingly, the following materials are provided for docketing pursuant to 10CFR2.101:

1. Three (3) signed originals transmitting fifteen (15) copies of general information pursuant to 10CFR50.33 (updated information and exhibits completely revised and provided as Application Amendment No. 3).
2. Forty (40) copies of the Final Safety Analysis Report (FSAR) in accordance with NRC Regulatory Guide 1.70, Revision 3, pursuant to 10CFR50.34(b).
3. Forty-one (41) copies of the Environmental Report -

Operating License Stage (ER-OLS) in accordance with j NRC Regulatory Guide 4.2, Revision 2, pursuant to og 10CFR51.21.

4. The CPS Physical Security Plan pursuant to 10CFR50.34(c) and -(d) five (5) copies of which were tendered to NRC for acceptance review on December 1, 1979.
5. Five (5) copies of the document entitled, "Information gs for Antitrust Review of Operating License Application"

() which were sent to the NRC Antitrust & Indemnity Group on May 23, 1980.

. The required copics of proprietary information related to the CPS-FSAR are being provided under separate transmittal per the regulations.

Also being provided in conformance with Section 1.7 of Regula-tory Guide 1.70 are full-size electrical,. instrumentation, and control drawings (three ' copies) and piping and instrumentation ,

diagrams (two copies) as listed in the FSAR Tables 1.7-1 and 1.7-2.

Pursuant to 10CFR2.101, one copy of the' application, the FSAR and ER-OLS will be served on Mr. Robert Bartlett, Chairman of the Board, DeWitt County, Illinois. As Chairman, Mr. Bartlett is the chief executive of DeWitt County, in which the Clinton Power Station is located. Certificate of service will be sent to you when this is effected.
