Basis:This IC addresses a release of gaseous or liquid radioactivity that results in projected or actualoffsite doses greater than or equal to 1%4,-pcrcent of the EPA Protective Action Guides (PAGs).It includes both monitored and un-monitored releases.
Releases of this magnitude represent an37t t actual or potential substantial degradation of the level of plant safety ef4ie phlant as indicated bya radiological release that significantly exceeds regulatory limits (e.g., a significant uncontrolled release).

In the early stages of a core uncovery event, it is unlikely that hydrogen buildup due to a coreuncovery could result in an explosive gas mixture in containment.
If all installed hydrogen gasmonitors are out-of-service during an event leading to fuel cladding damage, it may not bepossible to obtain a containment hydrogen gas concentration reading as ambient conditions within the containment will preclude personnel access.
