DearMr.Vissing:

TheServiceBuildingfiresuppressionsprinklersystemwasremovedfromservice,thusrequiringanhourlyfirewatchtour.Therequiredhourlyfirewatchtourwasprematurelysuspended,priortothesystembeingdeclaredoperable.InaccordancewiththeGinnaStationTechnicalRequirementsManual(TRM),SectionTR3.7.2,RequiredActionC.1,whichrequiresaSpecialReportoutliningthecauseofthesysteminoperabilityandplansforrestoringthesystemtooperablestatus,thisthirty(30)daySpecialReportisbeingsubmitted.OnApril7,1997,atapproximately1600EDST,thesuppressionsystemwhichprotectstheServiceBuildingwasremovedfromserviceanddeclaredinoperable.Thesystemwasdeclaredinoperabletocompletetheremovalofseveralsystemsprinklerheadswhichwerenotrequired.Compensatoryactions,consistingofanhourlyfirewatchtour,weretakenuponthestartofthemaintenanceactivitiesasrequiredperTR3.7.2RequiredActionB.Maintenanceactivitieswerecompletedat1730EDSTonApril7,1997,andthesystemwasventedandfilled(afterthemainisolationvalveforthissuppressionsystemwasreturnedtothefullopenposition).Firewatchactivitieswereprematurelysuspendedat1730EDST,sincethefirewatchpersonnelassumedallactivitieswerecompleted.However,Operationsdidnotadministrativelydeclarethesystemoperableuntil2100EDSTonApril7.Atapproximately0700EDSTonApril8,itwasdiscoveredthattherehadbeenalapseinhourlyfirewatchcoveragefrom1730EDSTto2100EDSTonApril7.ACTIONReport97-0564wasinitiatedandfirewatchpersonnelwereadvisedthatOperationsapprovalisrequiredto~discontinuecompensatorymeasures.Thiseventwassubsequentlyreviewedwithallfirewatchpersonneltoprecluderecurrence./llllllllfllllllllfllllfillffflIfffffff9705150244970507PDRADOCK05000244SPDR 1
