Rebaselinina of Data in the Nuclear Materials Manaaement and Safeguards System On October 8, 2003, the NRC issued Bulletin 2003-04, Rebaselining of Data in the Nuclear Materials Management and Safeguards System (NMMSS). Florida Power & Light (FPL) and FPL Energy Seabrook, LLC (FPL Energy Seabrook) hereby provide the following response. | |||
The bulletin requested Licensees to perform a one-time reporting of quantities of special nuclear material and/or foreign obligated source material in their possessions as well as quantities of other Govemment-owned materials specified in the Bulletin. The Bulletin also requested licensees to ensure that onsite material balances are accurately reflected in the NMMSS database. | |||
In support of responding to the subject bulletin, FPL and FPL Energy Seabrook participated in or were briefed on several informal communications with a staff technical contact for the bulletin, Mr. Larry Harris, Nuclear Security and Incident Response (NSIR). | |||
During these communications, FPL and FPL Energy Seabrook informed the staff of inventories previously provided. The last inventories reported were: | |||
Licensee Name RIS Last Inventory Date St. Lucie Unit 1 XJH August 5, 2003 St. Lucie Unit 2 XSG March 26, 2003 Turkey Point Unit 3 YNZ June 2, 2003 Turkey Point Unit 4 XEH June 2, 2003 Seabrook Station XTB June 1, 2003 FPL and FPL Energy Seabrook confirm these submitted inventories are accurate for comparison to the NMMSS database. This completes the requested action for one-time reporting of possessed quantities of nuclear materials. | |||
As provided in the Background/Discussion section of the bulletin, the NRC's objective is to confirm that the licensee inventories and the NMMSS database records are in agreement for SNM and foreign-obligated source material.
