:n view of the extensive testimony and massive documents filed by the Staff on the issue of Applicant's management capa-bilities to construct and operate the Harris plant, and taking into account (1) the disruptions normally associated with the Christmas and New Year holidays and year-end vacation schedules and (2) the fact that virtually all of Applicant's senior man-agement personnel will be at a meeting away from Raleigh, N.C.,
