This refers to your letter of November 13, 1972 concerning the minimum shift crew size for multiple units at Oconee Nuclear Station. For the initial operation of Oconee, we are proceeding to implement the shift sizes in accordance with R. C. DeYoung's letter of August 15, 1972. However, we remain convinced that these requirements are in excess of an optimum shift size.
