Dear Mr. Eisenhut:

As part of our effort in planning major outages at the Browns Ferry Nuclear Plant, we have evaluated implementation of major modifications over the next two years. In this evaluation we considered modifications to the primary containment torus, as identified by the Mark I Containment Program, and implementation of the TMI Lessons Learned requirements concurrent with rautio; inspections and outage work. Based on this evaluation, we deveL jd a schedule for implementation of these major modifications which is the most aggressive one possible consistent with our refueling outage schedule, manpower available (including supervision), and power system supply requirements.

Enclosed is our revised schedule for implementation of the Mark I torus modifications (Enclosure 1).

We recognize that this schedule does not meet the NRC deadline as we now understand it, but still maintain that it is the most aggressive one possible.

We request a meeting with you and your staff to discuss our schedule and explain the problems and complications involved in scheduling and performing these major modifications. The primary objective of our meeting would be to present to you and your staff an overview of the tremendcus impacts involved in implementing these maf or modifications. These NRC requirements are originating in different NRC livisions from different programs (Mark I, TMI, ATWS, etc.) and are being r,uperimposed on each other (i.e., implementation is requested over the same period of time). This is creating significant problems for TVA. We will present reasons why we believe the planned i

schedule for modifications cannot realistically be shortened. We also plan to discuss those items from NUREG-0578 which will not be implemented by January 1, 1981. A proposed agenda is enclosed (Enclosure 2).

of the post accident sampling facility required by NUREG-0578. We believe that our proposed design meets the requirements. However, based on the magnitude of this project, estimated completion is now scheduled for December 31, 1981.

Final arrangements for these meetings are being made through R. J. Clark of your staff. As discussed with Mr. Clark, we would like to have the meetings over two consecutive days, and propose May 28 and 29, 1980.
