herein, moves the Atomic Safety & Licensing Board for itsYder staying the licensing proceedings until such time as the applicant as determined the extent of damage caused by its f ailure to properly install concrete in the bioshield at the Perry Nuclear Power Plent and until such time as it has established to intervenors and this board that the bioshield has been constructed in accordance with applicable regulations and procedures.
