The staff's safety evaluation of CEN-387-P, Revision 1, is enclosed.

23 Parker. Street 101 Ash Street Irvine, California 92718 San Diego, California 92112 Gentlemen:

SUBJECT:

SAFETY EVALUATION FOR COMBUSTION ENGINEERING OWNERS GROUP REPORT CEN-387-P, REVISI.ON 1, " PRESSURIZER SURGE LINE THERMAL STRATIFICATION EVALUATION" (BULLETIN 88-11) (TAC NOS. M72164 AND M72165)

By letters dated March 8, 1989, March 1, 1991, and December 17, 1991, you responded to NRC Bulletin 88-11 and indicated that you were participating in the Combustion Engineering Owners Group (CE0G) effort to evaluate pressurizer surge -line thermal stratification. The staff and its consultant, Brookhaven National Laboratory, have completed their review of the CEOG Report CEN-387-P,

" Pressurizer Surge Line Flow Stratification." The staff concludes that the CE0G analysis adequately demonstrates that the bounding surge line and nozzles meet ASME Code stress and fatigue requirements for the 40-year design life of the facility considering the phenomenon of thermal stratification and thermal striping. The staff's safety evaluation of CEN-387-P, Revision 1, is enclosed.

Action 1.d of Bulletin 88-11 required licensees to up'date their stress and fatigue analyses to ensure compliance with applicable Code requirements.

The

'CE0G Report can be used to update plant-specific Code stress reports as required by Item 1.d.

Please verify the applicability of the CEOG bounding analysis in CEN-387-P, Revision I to San Onofre Units 2 and 3.

In addition, please confirm that all actions required by Bulletin 88-11, including the updating of the plant-specific stress and fatigue analyses required by Action 1.d, have been completed. Your response is' requested within 90 days of receipt of this letter.

Please note that the staff's safety evaluation states that due to the fact that.the elastic-plastic analysis was necessary in performing the pressurizer -

surge line stress evaluation, the staff concurs with BNL's recommendation for performing enhanced inservice inspections to provide additional confidence in the structural integrity of the surge lines. Therefore, the staff recommends

.that licensees perform volumetric examination of critical elbow components as part of future ASME Section XI inservice examinations.

Examinations of elbow I'

bodies, as well as elbow welds, should-be performed to ensure that the most highly-stressed areas have not sustained damage.

examinations are a staff recommendation only. As such, you may implement the recommendation on a voluntary basis.

It is requested that in your 90-day response noted above, that you inform the NRC whether you intend to implement the recommendation.

This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expires June 30, 1994. The estimated average number of burden hours was already accounted for in the original bulletin, NRC Bulletin 88-11, " Pressurizer Surge Line Thermal Stratification", dated March 29, 1989.

The issuance of the enclosed safety evaluation completes all licensing actions related to the subject TAC numbers.

Your response to the information requested in this letter confirming that all the actions required by Bulletin 88-11 have been completed will be used to establish the implementation date for this Multiplant Action (MPA X-811).
