SUBJECT:

REACTOR BUILDING CRANE - OYSTER CREEK NUCLEAR GENERATING STATION At the meeting held on November 19, 1993, with GPU Nuclear Corporation (GPUN) rc jarding Independent Spent Fuel Storage Installation and the Oyster Creek Reactor Building Crane, the staff expressed concern that GPUN would not be complying with heavy loads criteria specified in NUREG-0612 " Control of Heavy Loads at Nuclear Power Plants." The criteria require the licensee either to utilize a single failure proof crane in such movement or to assume a cask drop and to analyze the effects upon safe shutdown equipment on spent fuel in accordance with Section 5.1, " Recommended Guidelines" of NUREG-0612.

At the meeting you stated that per Generic Letter 85-11, NRC approval cf your planned actions was not required and that you plan to perform a 10 CFR 50.59 review and not propose to use an installation of a single failure crane.

We plan to audit your 10 CFR 50.59 evaluation before movement of any fuel in the new dry storage casks.
