Dear Sir:
The subject Generic Letter, in Item 4.2, requested a description of the preventive maintenance and surveillance programs in place at Waterforu 3 to ensure reliable reactor trip breaker operation.
Section 4.2.1 requested information about our planned program of periodic maintenance. This was addressed in the referenced initial response to Generic Letter 83-28.
Section 4.2.2 requested information on the trending of parameters affecting operation and measured during testing to forecast degradation of operability.
By procedure (ME-4-155), the breaker opening time (undervoltage trip device) is measured on a monthly basis in accordance with the recommenda-tions of CE ADP Infobulletin 83-07, dated June 15, 1983. These measurements will be trended monthly to forecast degradation of breaker operability.
Should degradation become apparent from the trended data the frequency of preventive maintenance will be increased.
Sections 4.2.3 and 4.2.4 address life cycle testing and periodic replace-ment based on demonstrated life cycles. LP&L is participating in a CE Owners Group effort to address these requirements. Because the effort is under development a schedule for compliance is not yet available. LP&L will provide further information as to program ar.d schedule by July 2, 1984.
