In a telephone conversation with you on June 23, 1992, I discussed the fact that we had submitted a request for an amendment to our special nuclear materials license number SNhi-1330                 _
In a telephone conversation with you on June 23, 1992, I discussed the fact that we had submitted a request for an amendment to our special nuclear materials license number SNhi-1330 which has an expiration date of February 28,1995. I mentioned that we had discovered the need 233 to add an additional item to the request. De original request was to add U to our list of radioactive materials with a maximum amount of 5 mg (48.2 Ci). The additional request is to 235 modify the frequency of radiation surveys conducted to detect possible contamination of U or 2"ni. In our application we had stated that radiation surveys would be conducted on a rnonthly basis. This level of frequency was appropriate when the usage of the materials was on a daily or weekly level of activity. Our usage of the materials has, however, dramatically decreased to less than monthly. We propose to amend the requirement for radiation surveys to read that we will conduct radiation surveys monthly if the frequency of usage of the materials is at least once per month. When the usage is less than once per month, radiation surveys will be done within a period of time less han 2 weeks after each usage of the materials. We believe that this is a reasonable compromise especially in light of the very small quantities of these materials which we have in our possession.

In a telephone conversation with you on June 23, 1992, I discussed the fact that we had submitted a request for an amendment to our special nuclear materials license number SNhi-1330 which has an expiration date of February 28,1995. I mentioned that we had discovered the need 233 to add an additional item to the request. De original request was to add U to our list of radioactive materials with a maximum amount of 5 mg (48.2 Ci). The additional request is to 235 modify the frequency of radiation surveys conducted to detect possible contamination of U or 2"ni. In our application we had stated that radiation surveys would be conducted on a rnonthly basis. This level of frequency was appropriate when the usage of the materials was on a daily or weekly level of activity. Our usage of the materials has, however, dramatically decreased to less than monthly. We propose to amend the requirement for radiation surveys to read that we will conduct radiation surveys monthly if the frequency of usage of the materials is at least once per month. When the usage is less than once per month, radiation surveys will be done within a period of time less han 2 weeks after each usage of the materials. We believe that this is a reasonable compromise especially in light of the very small quantities of these materials which we have in our possession.

The U.S. Geological Survey requests an amendment to our special nuclear materials license number SNM 1330 which has an expiration date of February 28,1995. His request would add 2nU to our list of radioactive materials with a maximum amount of 5 mg (48.2 Cl).

The attached information describes the usage of the uranium in greater detail and provides information on the radiation safety procedures to be followed. We are also requesting that Dr.

Thomas F. Kraemer be added to the license as an authorized user of the uranium. Dr. Kraemer will be using the "U as a tracer in the analysis of uranium in water. Dr. Kraemer's education 2

and experience with radioactive materials are given in the attached materials.

If additional information is needed, please let me know as soon as possible so that we can complete this process and enable Dr. Kraemer to proceed with his research.

Kraemer has used uranium, thorium, radium, and radon isotopes in environmental research for more than twenty years, first as a graduate student and then as a hydrologist with the U.S. Geological Survey.

From 19681975 Dr. Kraemer determined radioisotopes of uranium and thorium in deep 4

sea sediments and manganese nodules using alpha particle spectrometric techniques.

From 1978 to the present, Dr. Kraemer has been a Project Chief with the U.S. Geological l

Survey and has determined uranium, thorium, radium, and radon in natural materials, such.

as drinking water and sediments. The analytical techniques which he has used include alpha particle spectrometry, gamma ray spectroscopy, and photomultiplier technology.
