VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATIONS UNITS 1 AND 2 RADIOACTIVE WASTE SHIPMENT SPECIAL REPORT A Special Report is being submitted pursuant to 10 CFR 71.95 (c) for an instance in which the conditions of approval in a Certificate of Compliance (C of C), for a radwaste shipment, were not met. On November 5,1996, calculations performed by station personnel determined a previous greater than Type A, LSA shipment made to Barnwell, S. C. exceeded specific activity limits. On July 9,1996, a filter shipment was made in an NRC licensed cask, CNS8-120A, that exceeded the specific activity criteria for LSA packages defined in the revised C of C for that cask. Chem Nuclear and NRC Region ll staff were notified of the discrepancy on November 5,1996. At that time, all shipments to radioactive waste processors and Barnwell, S. C. were suspended                 i pending a review of the cask shipping program.
