VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATIONS UNITS 1 AND 2 RADIOACTIVE WASTE SHIPMENT SPECIAL REPORT A Special Report is being submitted pursuant to 10 CFR 71.95 (c) for an instance in which the conditions of approval in a Certificate of Compliance (C of C), for a radwaste shipment, were not met. On November 5,1996, calculations performed by station personnel determined a previous greater than Type A, LSA shipment made to Barnwell, S. C. exceeded specific activity limits. On July 9,1996, a filter shipment was made in an NRC licensed cask, CNS8-120A, that exceeded the specific activity criteria for LSA packages defined in the revised C of C for that cask. Chem Nuclear and NRC Region ll staff were notified of the discrepancy on November 5,1996. At that time, all shipments to radioactive waste processors and Barnwell, S.
