The Accident Evaluation Branch has reviewed Amendment 55 to the Comanche Peak FSAR, and finds that there is an inconsistency relative to the protection of
The Accident Evaluation Branch has reviewed Amendment 55 to the Comanche Peak FSAR, and finds that there is an inconsistency relative to the protection of control room operators against a chlorine release accident. The air exchange rate shown in Table 1 of Regulatory Guide 1.95 is equivalent to the control room pressurization flow rate necessary to maintain an 1/8 inch water gage pressure differential, not the 1.nfiltration rate as presumed in Section 6.4.2.3 of Amendment 55. The significance of this error from a safety standpoint is that the 800 CFM pressurization flow rate proposed by the utility remains unjustified. The flow rate is about a factor of two higher than the guidance in Regulatory Guide 1.95 for the protection of operators following a design basis chlorine release.

The Accident Evaluation Branch has reviewed Amendment 55 to the Comanche Peak FSAR, and finds that there is an inconsistency relative to the protection of control room operators against a chlorine release accident. The air exchange rate shown in Table 1 of Regulatory Guide 1.95 is equivalent to the control room pressurization flow rate necessary to maintain an 1/8 inch water gage pressure differential, not the 1.nfiltration rate as presumed in Section 6.4.2.3 of Amendment 55.
