Establishment Of Database The purpose of this letter is to revise a commitment previously submitted to the NRC in LER 96-037-00 "Sp.gnt Fuel Pool Coolina System Potentially inoperable Followina an 1

- SSE Due to Failure of Non Seismic Connectina Pioina." regarding establishment of a

' database linking licensing design basis to the component level for Maintenance Rule systems that are both safety related and risk significant. In the LER we stated that this

. database would be completed prior to entry into mode 4 from the current outage.

i Independent of this commitment Northeast Utilities initiated a program to develop 1

Design Bases Summary documents for Millstone Point Unit 3 safety related and risk j

significant systems as determined by the Millstone Unit 3 Maintenance Rule evaluation process.

Included in each system's Design Bases Summary document are the regulatory design bases for the system and its components.

The Design Bases Summary provides the link between the regulatory design bases and the system / components requirements in a cost effective manner within an achievable time i

frame. The Design Bases Summary documents for Maintenance Rule systems that are i

both safety related and risk significant will be issued prior to August 13,1997.
