Gentlemen:

This refers to the inspection conducted by Ms. C. A. Evans and Mr. J. J. Ward

of the Region IV Office on November 7-8, 1978, of activities authorized by

NRC License No. R-23 and to the discussion of our findings with

Dr. R. G. Cochran of your staff at the conclusion of the inspection.

The area examined during this inspection was your program for protecting

against industrial sabotage and safeguarding special nuclear material

pursuant to applicable provisions of 10 CFR Part 50, " Licensing of

Production and Utilization Facilities"; Part 73, " Physical Protection

of Plants and Materials"; and specific requirements of NRC License No.

R-23.

Within this area, the inspection consisted of selective examin-

ations of procedures and records, interviews with personnel, observations

by the inspector and review of the Physical Security Plan for the AGN-201M

Training reactor facility.

,

Within the scope of this inspection, no items of noncompliance with NRC

requirements were identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, documentation of findings

of your control and accounting procedures for safeguarding special nuclear

materials and your facility security procedures are exempt from disclosure;

therefore, the inspection report will not be placed in the Public Document

Room and will receive limited distributTo~n.
