INTRODUCTION This is the fifth of a series of Progress Reports which document the activities performed, and the results obtained, in connection with a study to update the existing evacuation plan

for the Seabrook Station.

The practice of publishing progress reports for distribution departs, somewhat, from the conventional practice of completing the study before publishing a Final Report.

We have chosen this approach for the following reasons:

It is hoped that the early publication of these reports 1.

would prove of value to other planning groups.

2.

Hopefully, these reports will also stimulate responses from all involved public agencies, citizen planning committees and town officials.

3.

The timing of these progress report publications will enable us to review all such responses -- both constructive and critical -- prior to the completion of the study.

Any responses which are received in a timely manner and judged to contribute to the accuracy and/or reliability of the final study results, will be incorporated into the evacuation plan development, prior to the publication of the Final Report.

This approach is endorsed by the Massachusetts Civil Defense Agency (MCDA), which is sponsoring this activity.

It is assumed that the reader also has a copy of the prior progress report, since many references are made thereto.

Also, the section numbers of this report are a continuation of those of the prior report so that:

18. SCOPE OF FIFTH PROGRESS REPORT This oreliminary report describes the activities undertaken since the publication of the fourth Progress Report.

Specifically, time estimates (ETE) were computed for a broad

' range of evacuation scenarios, for each of 9 regions within the Seabrook Station Emergency Planning Zones (EPZ).

These computations use the current estimates of employment, the computed trip generation time distributions and apply the recommended traffic management policies.

The traffic management policies have been reviewed by almost all the police chiefs of the communities within the EPZ.

Many of these policies, in fact, were suggested by these police chiefs; all of these suggestions are incorporated within the evacuation plan.

Detailed descriptions of these control policies will be published shortly.

This oreliminary edition is published so as to present the Evacuation Time Estimates (ETE) as soon as they were computed.

A final edition of this Progress Report, complete with all details (see Table 13) and with selected graphical representations (see Figures 20-27) will be published as soon as possible.

19. EVACUATION TIME ESTIMATES (ETE)

This section presents the current results of the computer analyses using the IDYNEV System.

These results cover:

Ten evacuation scenarios as described in Table 12.*

o Nine regions within the Seabrook Station EPZ, as defined o

in Table 25.

Each region consists of one or more Emergency Response Planning Areas (ERPA). These ERPA are shown on Figure 28*; the communities comprising each ERPA are listed in Table 14*.

These ETE for each Region-Scenario combination, are j

presented in Tables 26-30:

o Table 26 presents the ETE for the two-mile area about Seabrook Station.

o Table 27 presents the ETE for the five-mile area about Seabrook Station, o

Table 28 presents the ETE for the ten-mile area about Seabrook Station.

Table 29 presents the ETE for the entire Emergency o

Planning Zone (EPZ) of Seabrook Station.

Table 30 presents the ETE only for the regions ordered to o

evacuate.

For example, if it is determined that everyone within 5 miles of the Station should evacuate, then all communities within Region 5 (ERPA A, B, C,

D) will be t

ordered to evacuate.

The ETE of interest, then, are those within 5 miles of the Station -- the area between the five-mile, area and the EPZ boundary is outside the area of potential risk.

The values of ETE are obtained by interpolating from IDYNEV output, which are generated at 30-mir".te intervals, then rounding to the nearest 5 minutes.

Thus, the numerical precision of these values is within 10 minutes.

APPENDIX Jt DESCRIPTICH_QF EVACUATION ROUTES The following are descriptions of evacuation routes for each community in the Emergency Planning Zone (EPZ).

Towns are assigned to Emergency Response Planning Areas (ERPA) as defined l

in Table 14.

All routes terminate at the Host Reception Center assigned to each community within the EPZ (see Table 20).

ERPlu_A Seabrook -- Host is Salem Seabrook Take the r.oJt convenient path to Route 286.

Beach Proceed wust on Route 286.

Cross Route 1 and continue went onto Forest Street, following the directions to I-95 South and enter I 'J5 southbound.

At the junction of I-95 and I-495 bear right and enter I-495.

Continun on I-495 and exit either at Route 97 WestScund, or Route 213 westbound.

If Route 97 is chosen, proceed west into Salem.

If Route 213 is chosen, proceed west until the junction with Route 28.

Take Route 28 i

Take the most convenient path to Route 107, Inland New Zealand Road.

Proceed west on Route 107 to I-fs5 South.
