NRC INSPECTION REPORTS 50-010/99007(DRS); 50-237/99007(DRS):

50-249/99007(DRS)

Dear Mr. Kingsley:

This refers to the security inspection conducted on March 8-12,1999, at the Drecden Nuclear

Power Station. The purpose of the inspection was to determine whether actisities authorized by

the license were conducted safely and in accordance with NRC security related requirements.

During the inspection period, the performance of Dresden's security organization, except as

noted in the report, was good. Security personnel generally demonstrated effective response

capabilities during observed routine and reactive security situations. However, on two

occasions plant safety was slightly reduced because security personnel failed to implement

required compensatory measures in a timely manner. Inspected security equipment performed

in an acceptable manner.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),

)

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

subject inspection report. If you contest the violation or severity level of these NCVs, you should

provide a response within 30 days of the date of this inspection report, wid1 the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC

20555-0001, with a copies to the Regional Administrator, Region 111, and the Director, Office of

Enforcement, United States Nuclear Regulatory Comm:ssion, Washington, DC 20555-001.
