Subject:

Licensed Operator Requalification Program In response to Reference 2, item 1 Detroit Edison conducted an analysis of the substituted training to verify that the following learning objectives for Cycle 3 of the 1984-1985 Fermi 2 Requalification Program were met:

1.

State the purpose of the systems.

2.

Describe the function and operation of the systems including major components, controls, and instrumentation.

I 3.

Describe the initiations, trips and alarms for the systems.

4.

Describe the interrelationships with other plant systems.

5.

Describe the LCO(s), applicability, one hour action statements, and bases applicable to the systems per Technical Specifications.

USNRC April 7,1987 NRC-87-0026 Page 2 Detroit Edison completed its analysis and found one licensed operator presently on shift who has not received all of the Cycle 3 substitute t raining. The Cycle 3 substitute training will be provided by May 15, 1987. It should be noted that all others on this shift have had the substitute or Cycle 3 training.

In addition, three systems from Cycle 3 of 1985 have not been completely covered in the substitute training. With the exception of these three systems, the remaining subject areas have been adequately covered by the substitute training.

In 1985, Detroit Edison found it necessary and useful to verify valve lineups and procedures prior to plant startup. Many operators, including licensed operators, were needed to perform these valve lineups and procedure verifications. To accommodate this need, the requalification program was temporarily interrupted to obtain the services of these licensed operators in training. The on-the-job training which occurred during this period of valve lineups and verifications was very valuable.

A matrix providing the analysis of the substituted training for Cycle 3,1985 is attached. The analysis consisted of the following elements:

Review of the 1985 annual requalification written examination o

to determine if overall student performance was satisfactory.

Review of the 1986 requalification training to identify the o

missed Cycle 3 material that has been covered since Cycle 3, 1985.

Review of the 1987 requalification training completed to date o

to identify material which has been covered since Cycle 3, 1985.

Review of the Refresher Training that was conducted in June o

and July 1986 to support plant restart. This training included multiple plant startup exercises utilizing the simulator. Upon completion of these exercises, the operator performance was evaluated by instructor observation, written and/or verbal examination. The results of the evaluation demonstrated successful completion of the ref resher training.
