        Gentlemen:
        This refers to the routine safety inspection conducted by Messrs. J. A. Grobe,
        K. A. Connaughton, J. W. McCormick-Barger and Ms. P. R. Rescheske, of this
        office on May 12, 1986 through June 23, 1986, of activities at Perry Nuclear
        Power Plant, Unit 1, authorized by NRC Facility Operating License No. NPF-45
        and to the discussion of our findings with Messrs. M. D. Lyster, C. M. Shuster
        and E. Riley at the conclusion of the inspection.
        The enclosed copy of our inspection report identifies areas examined during
        the inspection. Within these areas, the inspection consisted of a selective
        examination of procedures and representative records, observations, and
        interviews with personnel. In addition, this report documents the results
        of the management meeting to discuss recent operating events held on June 5,
        1986, between Mr. J. G. Keppler, Mr. M. R. Edelman and other members of their
        staffs.
