This refers to the inspection conducted by Mr. R. E. Baer of this office during | |||
the period June 9-13, 1986, of activities authorized by NRC Operating | |||
License DPR-46 for Cooper Nuclear Station, and to the discussion of our | |||
findings with Mr. G. R. Horn and other members of your staff at the conclusion | |||
of the inspection. | |||
Areas examined during the inspection included portions of the solid radioactive | |||
waste and transportation programs. Within these areas, the inspection | |||
consisted of selective examination of procedures and representative records, | |||
interviews with personnel, and observations by the inspecto:- | |||
The inspection | |||
findings are documented in the enclosed inspection report. | |||
During this inspection, it was found that certain of your activities were in | |||
violation of NRC requirements. Consequently, you are required to respond to | |||
these violations, in writing, in accordance with the provisions of | |||
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of | |||
Federal Regulations. | |||
Your response should be based on the specifics contained | |||
in the Notice of Violation enclosed with this letter. | |||
We are particularly concerned regarding the failure of your radiological survey | |||
programs to properly cer. trol the release of the ccntaminated aluminum oxide | |||
grit discussed in paragraph 12 of the enclosed inspection report. | |||
Even though | |||
the radiological safety significance associated with this matarial was small, | |||
you were fortunate that the sandblaster was senc to a facility that performed a | |||
receiving radiation survey. | |||
If the sandblaster had been used at a different | |||
job site, it is likely that extensive contamination of unrestricted areas could | |||
have occurred. Therefore, we request that your management perform a thorough | |||
review of this event to assure that proper radiological controls have been | |||
implemented. | |||
The response directed by this letter and the accompanying Notice is not subject | |||
to the clearance procedures of the Office of Man ement and Budget as required | |||
by the Paperwork Reduction Act of 1980, PL 96-51 | |||
