This morning, counsel received a copy of LILCO's letter to the Board dated August 28, 1986.

Preliminarily, it should be noted that LILCO's letter is out of order:             it is unauthorized; it mischaracterizes the facts; it seeks to compromise the legal rights of the Governments and the millions of citizens whom they represent; and it pressures the Board to abandon lawful hearing procedures. LILCO's quotation of a self-serving letter to the President is just the most recent example of its periodic veiled threats to the NRC of political intercession if the NRC does not cater to LILCO.
