LILCO'S ANSWER TO INTERVENORS' MOTION TO REOPEN RECORD OF NOVEMBER 10. 1986 On October 15,1986, the Intervenors in this case filed their "Suffolk County, State of New York and Town of Southampton Motion to Reopen Record" with the Li-censing Board. The Motion sought to open the record on the issues of the Red Cross's statement that its letter to LILCO about staffing congregate care centers was a state-ment of policy rather than an agreement, of WALK radio's withdrawal from the emer-gency plan, and of several congregate care f acilities' announcements that they would not be a part of the plan. LILCO responded with an Answer of October 27,1986.

enough to divert the Staff from its other health-and-safety duties. These issues involve providing people with food, clothing, and shelter af ter they have lef t the EPZ and, if necessary, been monitored for radioactive contamination. While this is a function that l

cannot be ignored and would certainly be important to people needing these services in l

an emergency, it is not central to the NRC's main concern of protecting people from

3 radiation. Also, it is hard to take seriously a claim (if indeed one is being made) that the Red Cross would be unwilling to care for evacuees or that the doors of schools and churches would be barred to evacuees in a real emergency.

In short, LILCO urges the Commission, for the reasons stated in its October 27 Answer, to decline to reopen the record on congregate care centers and the role of the Red Cross.
