Dear Mr. Feigenbaum: | |||
The enclosed report documents an inspection for public health and safety, led by | |||
Mr. D. Silk at Seabrook, New Hampshire. The inspection evaluated the performance of | |||
your emergency response organization during the June 3,1998, Seabrook Station full- | |||
participation exercise. The inspectors discussed the findings of this inspection with your | |||
staff on June 4,1998. | |||
Based on the results of this inspection, it was determined that the overall performance of | |||
the emergency response organization was sufficient to demonstrate with reasonable | |||
assurance that onsite emergency plans are adequate and that your organization is capable | |||
of implementing them. Simulated events were accurately diagnosed, emergency | |||
declarations were timely and accurate, offsite agencies were notified in a timely manner | |||
and protective action recommendations were appropriate. However, your organization | |||
could have been more aggressive in pursuing assessment and mitigation strategies during | |||
the exercise. As such, an exercise weakness was identified pertaining to the delay in | |||
efforts to assess and mitigate the simulated release through the stuck open steam | |||
generator safety relief valve. Your post-exercise critique process was assessed as very | |||
good as your staff was appropriately self-critical. No violations of NRC requirements were | |||
identified. No response to this letter is necessary. | |||
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter | |||
and its enclosures will be placed in the NRC Public Document Room. | |||

Dear Mr. Feigenbaum:
The enclosed report documents an inspection for public health and safety, led by
Mr. D. Silk at Seabrook, New Hampshire. The inspection evaluated the performance of
your emergency response organization during the June 3,1998, Seabrook Station full-
participation exercise. The inspectors discussed the findings of this inspection with your
staff on June 4,1998.
Based on the results of this inspection, it was determined that the overall performance of
the emergency response organization was sufficient to demonstrate with reasonable
assurance that onsite emergency plans are adequate and that your organization is capable
of implementing them. Simulated events were accurately diagnosed, emergency
declarations were timely and accurate, offsite agencies were notified in a timely manner
and protective action recommendations were appropriate. However, your organization
