Gentlemen:

This refers to the inspection conducted by Mr._ James A. F. Kelly of this office

during the period September 8-11, 1987, of. activities authorized by NRC

l

Operating License NPF-42, for the Wolf Creek Generating Station, and to the

i

discussion of our findings with you and other' members of your staff at the

conclusion of the inspection.

l

Areas examined during the inspection included records and reports; security

. program audit; testing and maintenance; locks, keys, and combinations;.

protected area barrier; power supply; lighting;' compensatory measures;

assessment aids; access control

personnel; access control

packages; access

!

control - vehicles; detection aids for the protected area; alarm stations, and

communications. Within these 4reas, the inspection consisted of selective

. examination of: procedures and representative records, interviews with personnel,

and observations by the NRC inspector.

The inspection findings are documented

in.the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Your response should be based on the specifics contained in the

'

Notice of Violation enclosed with this letter.

The material enclosed herewith contains Safeguards Information as defined by

10.CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the

material, with the exception of the report cover page which is an inspection

,

summary, will not be placed in the Public Document Room.

'

The response directed by this letter and the accompanying Notice of Violation

is not subject to the clearance procedures of the Office of Management and

Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
