DOCKET N05. 50-445 AND 50-446 CONTAINMENT LINER NELSON STUD BENDING SDAR' CP-87-24 (flNAL REPORT)

Gentlemen:

On June 29, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving engineering approval provided to allew bending of Nelson Stud 4

r anchors on the containment liner in excess of FSAR requirements. Our latest

,s interim report on this issue, logged TXX-7000, was submitted on November 25, 1987.

Calculations have been performed which demonstrate the bending of Helson stud anchors on the containment liner would not cause stresses in adjacent anchors or in the liner plate to exceed allowable stress limits.

We have concluded that had this issue remained uncorrected, no condition adverse to safety of plant operations would exist.

This issue is not reportable under the provisions of 10CFR50.55(e).

Records supporting this conclusion will be available for your inspectors to review at the CPSES project site after January 6, 1988.

Very truly yours, (A). G>.
