The Georgia Tech Research Reactor (GTRR) was defueled in February 1996. All nuclear fuel has since been removed from the facility. The tritiated heavy water was removed from the facility in July 1998.

In light of the facts that the reactor cannot be operated without nuclear fuel and coolant water and since the resultant induced radioactivity located in adjacent shielding is less than 20 Ci total activity (3), we request exemption (2) from the regulatory requirement (1) to maintain the NNRC Emergency Preparedness Plan.
