The Commission has issued the enclosed Amendment No. 18 to Facility Operating License No. R-103 for the University of Missouri Research Reactor. The amendment consists of changes to the Technical. Specifications in' response to your submittal dated March 31,'1989.

Tne amendment shifts administrative authority for the MURR from the University of Missouri system to the University of Missouri at Columbia.

A copy of the related Safety Evaluation supporting Amendment No.18 is enclosed.
