NOTIFICATION OF UNUSUAL EVENT                                1 I
i On Friday, May 22,-1992, at 0802 hours, a Notification of Unusual Event (NOUE) 1s declared in accordance with Emergency Plan Implementing Procedure EC 02, El:ERCENCY CIASSIFICATIONS. Thia procedure requires a NOUE be declared if a fire within the_ plant occurs and lasts for more than 10 minutes.
Clinton Power Station was shutdown at 0% power in a Refueling Outage in Mode 4 when the fire occurred.
At approximately 0700 hours on May 22, 1992, a licensed Reactor Operator noted unusual offgas charcoal adsorber bed temperatures while performing a routine walkdorn of control room panels.      Af ter monitoring charcoal adsorber bed temperatures, plant operators placed the beds in the " bypass" mode in response to a possible charcoal fire. -The NOUE was declared based on local confirmation that the external vessel surface was hot and that the chart recorder indicated the adsorber bed temperature was greater than 300*F, At 0811 hours the    're Erigade was activated; at 0852 hours, nitrogen (N 2 )
flow to the charcsat beds was established using portable bottles in accordance with site operating procedures The State of Illinois was notified of the NOUE at 0814 hours on Friday, May 22, 1992, and the Nuclear Regulatory Commission (NRC) Incident Response Center was notified at 0826 hours. The NRC Resident Inspector was notified at 0827.
IP developed criteria for determining when the fire could be considered extinguished,    These criteria required a concentration of less then 10 ppm

!        less than one percent. A sampling-process was established to monitor the purge exhaust composition at the exit of the charcoal adsorber beds. These criteria were met, and the Notification of Unusual Event was terminated at 1850 hours on Saturday, May 23, 1992.
The State of Illinois was notified of termination of the NOUE at 1855 hours on Satueday, May 23, 1992, and the Nuclear Regulatory Commission (NRC) Incident
* Response Center was notified of the termination at 1918 hours.        The NRC Resident Inspector was also notified.
