OF NOVEMBER 9, 2021, PUBLIC MEETING TO DISCUSS TECHNOLOGY INCLUSIVE CONTENT OF APPLICATION PROJECT On November 9, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with stakeholders to discuss the technology inclusive content of application project (TICAP). The meeting notice is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21274A031, and the presentation slides are available at ADAMS Accession No. ML21312A034. The enclosure to this summary provides the attendees for the meeting as captured by Microsoft Teams.
The purpose of this meeting was to discuss with stakeholders issues related to the Nuclear Energy Institute (NEI) Technical Report 21-07, Revision 0, Technology Inclusive Guidance for Non-Light Water Reactors Safety Analysis Report Content for Applicants Using the NEI 18-04 Methodology (ADAMS Accession No. ML21250A378). This meeting was a follow-on meeting to previous public TICAP meetings held on:

Meeting Highlights The four focus areas of discussion during the meeting were based on the exceptions, clarifications, and additions related to NEI 21-07, Revision 0, and included:
Scope and level of details of probabilistic risk assessment (PRA) information in the safety analysis report (SAR)
Human actions described in the SAR Defense-in-depth information in the SAR Level of information in the SAR for anticipated operational occurrences (AOOs), design basis events (DBEs), and beyond-design basis events (BDBEs)
Regarding the first two issues (PRA and human action information to be included in the SAR),
industry representatives described changes being considered to NEI 21-07, Revision 0 to address the NRC staffs underlying concern. Regarding the second two issues (defense-in-depth information in the SAR and level of information in the SAR for AOOs, DBEs, and BDBEs),
industry was not proposing substantial changes to the guidance. The NRC staff stated that it would consider the information that industry provided during the meeting and decide if additional clarifications or changes to the NRC staffs proposed exceptions, clarifications, and additions table for these items was appropriate.
Industry stated that it was targeting providing a draft revision to NEI 21-07, Revision 0 around December 8, 2021, to support a future public meeting to discuss the document. The NRC staff and industry representatives discussed tentative plans to have another TICAP public meeting in the mid-December time frame. The NRC staff noted that it intended to provide an update to the TICAP draft regulatory guide white paper in the late November or early December 2021 time frame to support an Advisory Committee on Reactor Safeguards Future Plant Designs Subcommittee meeting in the mid-December time frame.
