NOTICE OF WITHDRAWAL OF APPLICATION FOR l

AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Commission (the Commission) has granted the request of Illinois Power Company (the licensee) to withdraw its December 14,1995, application for proposed amendment to Facility Operating License No. NPF-62 for the Clinton Power Station, located ir. DeWitt County, Illinois.

' The proposed amendment would have eliminated periodic response time testing of selected analog trip modules.  !

The Commission had previously issued a proposed no significant hazards consideration l \

determination published in the FEDERAL REGISTER on January 31,1996 (61 FR 3501).

However, by letter dated November 23,1998, the licensee withdrew the proposed change.

, December 14,1995, as supplemented July 22,1996, and the licensee's letter dated November .
