The purpose of the meeting was to support additional public interaction on the rulemaking described in Regulatory Basis for Public Comment: Alignment of Licensing Processes and Lessons Learned from New Reactor Licensing (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20149K680) (the regulatory basis) and Alignment of Licensing Processes and Lessons Learned from New Reactor Licensing:
Regulatory Basis; request for comment (86 FR 7513) (the Federal Register notice or FRN).
The staff also provided an update on the status of the rulemaking and addressed developments since the last public meeting.
General Details:
The meeting was noticed on the NRC public website (see meeting notice and agenda listed under References below).
The meeting was scheduled from 1:00 p.m. to 4:30 p.m. However, the meeting adjourned at 1:40 p.m. after the conclusion of the question-and-answer period.
Approximately 74 people participated in the meeting remotely using a teleconference line. A list of those attendees who identified themselves is provided as an attachment to this meeting summary.
Summary of NRC Presentation:
Ms. Anna Bradford, Director of the Division of New and Renewed Licenses in the Office of Nuclear Reactor Regulation, provided opening remarks. The NRC staff then presented an overview of the rulemakings purpose, process, milestones/activities, and next steps (see NRC presentation and meeting transcript listed under References below), followed by discussion regarding the scope of the regulatory basis, the alignment areas and lessons learned addressed therein, and the staffs recommendations with respect to rulemaking and/or guidance on those matters. As part of this discussion, the NRC staff identified the specific requests for comment contained in the FRN published with the regulatory basis.
The NRC staff next related information about the estimates of costs and savings set forth in the regulatory basis and offered members of the public an opportunity to ask questions or provide comments. After the question-and-answer session, the NRC staff summarized the next steps and noted key points in the rulemaking schedule, encouraged attendees to provide feedback on the meeting and submit comments on the regulatory basis, and concluded the meeting.
Public Participation Comments and Questions:
During the discussion of public comments portion of the meeting, comments were offered by industry stakeholder Mr. Michael Tschiltz of the Nuclear Energy Institute (NEI). Mr. Tschiltz provided comments related to the scope of the rulemaking and indicated that NEI would say more on this topic in the written comments it submits on the regulatory basis. Mr. Tschiltz also communicated that NEI appreciated the work the NRC staff had put into preparing the regulatory basis and that it appeared to contain a number of beneficial changes based on lessons learned.
Action Items/Next Steps:
Members of the public may submit written comments on the regulatory basis through April 14, 2021, via regulations.gov (Docket No. NRC-2009-0196). The NRC staff expects to submit the proposed rule to the Commission for approval in May 2022 and to issue it for public comment later that year.
