The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.

Gentlemen:

Reference one provided Revision 23 to the Cooper Nuclear Station Safeguards Plan under the provis uns of 10 CFR 50.54(p). Reference two accepted these changes with six exceptic ns. Five of these exceptions have been corrected by reverting to the previous plan statements and as such are being q withdraun. The sixth change refers to a statement that was removed from page I-8-1 in Volume 1. This statement has now been included in Revision 23 but with. additional clarification to insure consistency with other plan statemants. The District has concluded that the enclosed modifications to Revision 23 do not decrease the safeguards effectiveness of the plan.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited. Therefore, we request the material, with the exception of the cover letter, be withheld from public disclosure.
