Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors

e M. M. Holzmer,'L. E. Kanter and J. N. Kish of this office on April 2 through

April 29, 1985.of activities at the Zion Nuclear Generating Station, authorized

by License Nos. DPR-39 and DPR-48 and to the discussion of our findings with

'Mr. K..Graesser at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. '.Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as'specified in the enclosed Appendix. With-

respect to item 2, the. inspection showed that action had been taken to correct

the identified violation and to prevent recurrence. Consequently, no reply to

this violation is required and we have no further questions regarding this

matter.at this time. Regarding the remaining violation, a written response is-

required.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

-will be placed in the NRC Public Document Room.

The responses directed by this letter (and the accompanying Notice) are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
