I. INTRODUCTION This reocrt discusses the radioactive discharges from both Units Iand II of the Donald C. Cook Nuclear Plant during the second six months of calendar year 1978. The format presented in Section 5.J.lB of " Appendix B Technical Specifications" for the above mentioned units has been followed in preparing this document.

The Cycle II-III Refueling Outage for Unit 1 took place during the first half of 1978 beginning on April 6,1978. This outage continued until June 25, 1978, when the unit was paral'cied with the system and power ascension testing was completed.

Unit I was on line throughout most of this reporting period. A total of twelve outages were experienced for the second half of 1978, the details of which may be found in the Monthly Operating Reports for the Donald C. Conk Nuclear Plant Unit 1.

Unit 2 of the Donald C. Cook Nuclear Plant reached 100? ocwer for the first time on August 24, 1978. The Unit experienced a total of ten outages in the second half of 1978, the details of which may also be found in the Monthly Operating Reports for Unit II.

II. RADI0 ACTIVE RELEASES The detai?s and data concerning radioactive discharges from both Units 1 and 2 have been handled as joint responses rather than independently for the second six months of 1973. Appendix A presents this information in accordance with the format cited in Sec-tion 5.4.lof Aopendix B, Environmental Technical Specification. As in reports preceding this one, the effluents were well within the limits set forth in Appendix B Environmental Tech Specification for the D. C. Cook Ituclear Plant and Appendix I to 10 CFR Part 50.

III. Radiological Impact on Man Potential doses to individuals and population were calculated using the measured effluents and meteorological data given in Appendix A and Appendix B of this report, respectively.

Liquid Releases The liquid releases consisted of 38 Batch releases in the 1978 third quarter and 33 releases in the fourth quarter of 1978. These were treated as continuous releases for the purpose of dose calculations A constant dilution factor of 10 was used for all liquid pathways. The estimated doses to individuals frcm pathways are given below:

Doses were estimated separately for the the larger releases using the times of releases.

Quarterly averages of meteorological data were used in estimating the doses fran the continuous released during each of the two quarters. The doses received by individuals through the various pathways gaseous pathways are listed belcw:

Due to a computational error, calculated doses due to liquid releases reported for the first half of 1973 were incorrect. The corrected doses for this time period are rep, ted below.

IV. '4eteorological Data Appendix B contains the cumulative joint-frequency dis-tribution of wind speed and wind direction corresponding to various atmospheric stabila.ty classes for both quarters. The meteorological condition during each of the Batch gaseous effluent releases are also furnished in the same appendix.

V. CONCLUSIONS During this reporting period, Unit 1 of the Donald C. Cook Nuclear Plant generated 6,524,570 (MWH) Gross of Electrical Energy.

The operating reports indicate that during the calendar year 1978, this unit was operating at 13.6L Unit Service Factor at an average Unit Capacity factor of 68.7. Unit 2 generated 3,935,530 (MWH).

This Unit was operating at 77.2f; Unit Service Factor at an average Unit Capacity factor of 64.3%. As stated in Section II of this re-port, the radioactive releases from Units 1 and 2 remained within 24% of their respective limits in Appendix I of CFR Part 50.

Based on the information presented in this report, it is concluded that the Unit perforced its intended design function without causing any hazard to the health and safety of the general public.
