Dear Mr. Zwolinski:

On February 27> 1985T Rochester Gas and Electric submitted to the NRC a request for a change in our Technical Specifications to allow the storage of consolidated fuel. At a meeting with the NRC staff on June 4T 1985, we were requested to provide page 3.11-2 of our proposed change incorporating previous changes which had been submitted but for which approval had not yet been received.

Attached is a revised page 3.11-2 incorporating two previous proposed changes. The first was submitted on December 3T 1984 and revises Section 3.11.3. The second was submitted on January 18T 1984 and deletes Specification 3.11.5T the restriction on spent fuel shipping cask handling with the auxiliary building crane.

Incorporating this second change assumes that the subject crane upgrade will be completed prior to approval of our current request of February 27.
