Dear Mr. Eisenhut:

s The NRC letter dated October 10, 1979 indicated that upgraded emergency plans for certain facilities (Davis-Besse Nuclear Power Station being one) should be submitted by January 1, 1980. Accordingly, the following documents are submitted:

- The preli=inary upgraded emergency plan for Davis-Besse Nuclear Power Station.

- The Ohio Radiological Emergency Plan.

- Ottawa County Radiological Emergency Plan.

- Description of the proposed Emergency Planning Facilities.

The preliminary upgraded emergency plan has been developed utilizing NUREG-0610 (Draft Emergency Action Level Guidelines For Nuclear Pcwer Plants), Emergency Planning Review Guideline Number One - Revision One, Regulatory Guide 1.101 and the Toledo Edison Corporate Emergency Planning Task Force direction. The preliminary upgraded emergency plan conforms to the spirit and intent of the guidance. The plan is still being reviewed (by Toledo Edison) to ensure that available guidance, Company criteria and interfacing agency compatibility are being addressed.

Further revisior. is expected. The review is expected to be completed by mid-January, 1980. The NRC is requested to provide Toledo Edison any preliminary comments by January 25, 1980. Toledo Edison will then try to resolve these comments prior to the Emergency Planning Review Team visit anticipated in mid-February 1980.

Also included is experience gained by the on-site review of the Three Mile Island (TMI) emergency planning problems. That experience is reflected in the scope of the proposed facilities. Much progress has already been made in the area of communications. Working with Ohio Bell (and AT&T) a new system has been installed to provide more reliable communications with technical and corporate management as well as public relations.

Toledo Edison is aggressively pursuing the development of emergency planning documents and facilities. While certain difficulties exist in the schedules for facility construction, material procurement and resolu-tion of concerns, every effort is being made to ensure the projected dates are met. Should you have any questions, we are available at your request to discuss an/ aspect of emergency planning.
