In letter dated July 29, 2014 (Reference 1), Entergy submitted Revision 1 of the Cycle 20 Core Operating Limits Report (COLR) to the NRC in accordance with Waterford 3 Technical Specification (TS) 6.9.1.11.3. This TS requires that the COLR, including any mid-cycle revisions or supplements thereto, be provided upon issuance for each reload cycle to the NRC. In email dated October 21, 2014 (Reference 2), the NRC requested additional information regarding this submittal. This letter provides the response to that request in the attachment.

Response 1 The impact of raising the COLR limit of Azimuthal Tilt from 0.03 to 0.05 on the Waterford 3 transient and accident analyses has been evaluated by Analyses of Record (AOR) holder, Westinghouse. The analyses assume a worst case power peaking and Control Element Assembly worth that can be affected by Azimuthal Power Tilt. However, for Cycle 20 the impact of a higher Azimuthal Power Tilt on the assumed power peaking and CEAs worth was evaluated and shown to be bounded by the current inputs to the transient and accident analyses. Based on review of impacted safety analyses and available margins in assumed power peaking and CEAs worth, changing the Azimuthal Power Tilt from 0.03 to 0.05 will not result in an adverse impact on the analyses results and conclusions and no reanalysis of these events was required as a result of this change. Westinghouse has examined all other transient and accident analyses, and determined that this change has no impact on those analyses.
In summary, the changing the COLR limit for Azimuthal Power Tilt from less than or equal to 0.03 to less than or equal to 0.05 did not affect any design basis analysis inputs or assumptions or other power distribution limits.}}
