In our letter of October 21, 1980 to Dr. Denton, we identified a concern that the delaying of our system reviews would cause an associated delay in our licensing schedule and greatly affect our mutual workloads and planning.
This was based primarily on your request to postpone our system review of the Fire Protection System and Balance-of-Plant-Instrumentation schedule in November  until after  January 1', 1981.
At our request,  on November  5,  a meeting was held in Bethesda to discuss the licensing schedule for Palo    Verde and the schedules for future system reviews.
At the conclusion of the meeting, we were advised by NRC that a schedule would be developed incorporating system reviews into the Palo Verde licensing review schedule and would be available for review with APS by late November or early December. This schedule would factor in the review of CESSAR-F.
It is  our understanding, based on discussions with Frank Miraglia on December 16, 1980,  that the system review schedule for PVNGS and associated review schedule for CESSAR-F has not been completed and may not be completed until after January 1, 1981. If this, is the case,          it appears that any future system reviews for'PVNGS will be further 'delayed., As you are aware, we are very. concerned that any slippage will impact our operating license date.
We  would like to request a meeting in early January to discuss the schedule status and to determine which systems we could, in advance, prepare for system reviews.
