PDR ADOCK 05000528 H PDR NUCLEAR MATCH - PALO VERDE COUNTDOWN Ve have gathered today out of conscience to pxotest the impending (May 19) test firing-up of the Palo Verde Nuclear Genexating Station, and to begin a non-violent re-sistance to being turned into guinea pigs for reck1ess and irresponsible economic and poli/ical interests intent upon covering-up their radioactive "mistake."

Toward these ends we (1) ea13. upon NRC commissioner Nuncio Palladino, who is visiting the reactor today, to re-turn to Phoenix within the next ten days to participate in a public forum to hear our objections to the PVNGS, and (2) appeal to all concerned parents and ratepayers to con-tact their elected representatives and APS and SRP execu-tives immediately demanding a delay in producing radioac-tive materials at the facilityi Despite mounting, widespread opposition to the reactor as reflected in the e3ection of a State Corporation Com-mission commItted to~ but unable to~ control it Phoenicians regu3arly have been denied the means necessary to evaluate the impact of the PVNGS on their lives, liberties~ property and happiness o Xn the absence of public discussion of the -issue, we believe~ basic Constitutional rights habe been abrogated and the chances of'nscheduled releases of radioactivity into oux environment have been increased,
