SUBJECT:

Davis-Besse Nuclear Power Station, Unit 1 Docket Number 50-346, License Number NPF-3 Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (Revision 21) .

The FirstEnergy Nuclear Operating Company hereby submits Revision 21 of the "Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, for the Davis-Besse Nuclear Power Station" (Enclosure). The changes to the Plan were reviewed prior to implementation and determined not to decrease the safeguards effectiveness of the Physical Security Plan. Accordingly, this revision is b~ing submitted in accordance with provisions of 10 CFR 50.54(p)(2). A report of the changes made is included with the revised plan.

The Enclosure contains Safeguards Information and pursuant to 10 CFR 73.21, is to be withheld from public disclosure.
