& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520 Mr. Robin DeLaBarre:

Enclosed is an application (XSNM3799), dated May 31, 2019, received by the U.S. Nuclear Regulatory Commission, from Exelon Generation Company LLC. This application replaces the currently pending application for XSNM3799, sent to you and dated September 26, 2018. The previous application requested the export of 0.12 kilograms (kg) of low-enriched uranium (LEU),

contained in 16.83 kg of natural uranium, and 0.16 kg of plutonium (Pu) to the Canadian Nuclear Laboratories. The May 31, 2019, revised application requests the export of 0.15kg of LEU, contained in 16.87 kg of natural uranium, and 0.16 kg of plutonium to the Canadian Nuclear Laboratories, in Canada for detailed examination and testing. The uranium and plutonium will be shipped in uranium oxide fuel pellets, contained within nine zircaloy clad fuel rods.

Before acting on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Please note that the export contains material of Canadian and EURATOM origin and thus has Canadian and EURATOM obligations.
