Enclosed is an application dated January 15, 2020, requesting amendment No. 01 to export license XSNM3799. This license authorizes the export of 0.15 kilograms (kg) of uranium-235 (U-235), contained in 16.87 kg of natural uranium, and 0.16 kg of plutonium to the Canadian Nuclear Laboratories, in Canada.

The purpose of the amendment is to 1) increase the amount of U-235 from 0.15 kg to 0.3 kg, and natural uranium from 16.87 kg to 22.00 kg; 2) increase the amount of plutonium from 0.16 kg to 0.25 kg; 3) remove foreign obligated materials; and) extend the expiration date from December 31, 2020 to December 31, 2021.

Before acting on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
