Ins ection Re ort 90-02 Reference A: St.Lucie Unit 1 and 2 Docket Nos.50-335 and 50-389 Response to Notice of Violation Ins ection Re ort 90-02 L-90-138, dated April 13, 1990 On January 10, 1991, a discussion

between NRC Region II personnel and the St.Lucie Plant staff resulted in a request by the NRC for clarification

of the"specific procedures" mentioned in Finding B, Response 3, in Reference A.In Reference A, Florida Power&Light Company (FPL)stated: 3.The specific vendor recommendation

regarding the speed governor oil change was completed.

-The specific procedures

were changed to reflect the oil changes at a frequency consistent

with the vendor's recommendation.

FPL submits the following clarification:

The Nuclear Job Planning System (NJPS)was changed to include the speed governor oil changes at a frequency consistent

with the vendor's recommendation

on February 2, 1990.The NJPS is a system designed to ensure preventative

maintenance

is scheduled within the desired time frames and tracked to completion.

A detailed set of written work instructions

was developed using the guidance in the vendor technical manual to perform the required preventative

maintenance.

This detailed set of written work instructions

was in the form of an attachment

which was issued with the maintenance

work order.When this maintenance

was subsequently

performed, it was done using the developed set of detailed 92022S02~25i 91012~OCK 05000735 PDR~go//gp an FPL Group company

In addition, this maintenance

was performed under the supervision

of the Instrument

and Control supervisor

and the System Engineer.FPL regrets any confusion caused by our response of April 13, 1990.A detailed written procedure was issued on January 11, 1991, replacing the written instructions
