In Reference 1 as supplemented by References 2 and 3, Entergy Operations, Inc. (Entergy) proposed a change to the Arkansas Nuclear One, Unit 1 (ANO-1) Technical Specifications (TS). Specifically, the change would revise several TSs to permit a greater time period for one of two required Reactor Coolant System (RCS) cooling loops to be inoperable. Entergy personnel met with the NRC at the White Flint office in Rockville, Maryland, on March 15, 2011, in order to identify and address any remaining items hindering continued review approval of the proposed
 
change.
 
In light of information provided by Entergy to date supporting the change and the remaining open items, Entergy believes the projected resources and funding required to gain final approval of the change is no longer justified. Therefore, Entergy respectfully requests the referenced correspondence associated with the proposed change be withdrawn from further review by the
